I - Magic rings give bonus to skills , in order to raise their effectiveness.
Let's say you found a ring , its original name is Ring Of Magic . To make him acquire its magical propietes you need to identify it . For this it's necessary to have 2000gp and 100% item identification . After that you go to the market , search for magic -

Item Identification Device  :

you press on it with left button two times and then directly on the ring . You can get a useful ring that is worth using or selling or a useless ring , we will see what to do with these in part IV .
Ring bonuses can go from +1 to +5 skill , also the + bonus can be increased ( it will be discussed below ) 

II - Where to find magic rings ? 
Two ways : 
1) you can find them in monsters . Weaker monsters = weaker rings
2) purchase them from other players 

III - What are useless rings ?
Rings that gives + bonus to skills that are little used or not required to be over 100%

IV - What to make with useless rings ? 
1) they can be used to obtain Light Rock Ingots 
2) collect them 

V - What is light rock ingots and why it is necessary
Light Rock Ingots give the possibility the + bonus of rings. You can get them in two ways . Purchase them or make them . To make Light Rock Ingots you should gather rings which give overall +10 , example 10x +1 rings or 5x +2 rings and so on.
You will need 5 fertile dirts for each ring , you can find them from NPC loots . After that you need to get to the market and search for -

Magic Ring Recycling device :

You can see the quantity of "+ bonus " left by other players , double click the tool and it will show what is left inside . Then double click the tool and target the ring , if everything is made correctly you will hear a sound . 
Then continue to melt until you get Light Rock Ingot in your backpack. Take care if someone else is using the tool at the same time , because he could get the Ingot with your reagents.
One ringot can increase the power of a ring by +1 . You need to use magic ring identification device with Light Rock Ingot in your back. Double click the device and then the ring . The max bonus u can reach it's +5.
