It has 2 functions :
1 ) it can change the form of a fence
2 ) it can displace an estabilished wicket 
How it works :
1) changing the form 
For this , you should lock the wall beeing located into antimagic zone of the house.
double click on the wall placer and then target the fence ( wall ) .
After this a menu will appear

You will be proposed to select one of four types of fence . It is necessary to hit the button okay located under the type of fance which you want to obtain .
2 ) Displacement of wicket .
For this you should make dual click on wall placer and then target the estabilished wicket .
